The Annunciation Light Alliance was formed in the aftermath of the August 27, 2025 shooting at Annunciation that killed two students and injured 29 others. We believe in building a future where every child can learn, play, and worship free from gun violence.

No single policy can prevent every act of violence. Minnesota needs a comprehensive, child-centered strategy focused on prevention, early intervention, and reducing the lethality of attacks.

Prevent

Stop violence before it begins.

  • Statewide Office of Gun Violence PreventionA dedicated statewide office to coordinate agencies, improve data sharing, and drive prevention strategies so warning signs do not fall through bureaucratic gaps.
  • Protect Children OnlineStronger safeguards for minors, including age protections, parental tools, and clearer accountability for violent content targeting children or schools.
  • Behavioral Threat Assessment / CARE TeamsTrained multidisciplinary teams in every Minnesota school to identify risk early and connect students to support before violence escalates.

Intervene

Act on warning signs.

  • Statewide Anonymous ReportingA trusted, accessible reporting platform for students, parents, educators, and community members to report threats or concerning behavior before violence occurs.
  • Social Media Threat ReportingPlatforms that identify credible threats of school violence should be required to report them promptly to the appropriate authorities.
  • Strengthen Extreme Risk Protection OrdersEnsure ERPOs are accessible, effective, and implemented with strong due process protections.
  • Safe Storage Around Prohibited PersonsEnsure legally purchased firearms are secured to prevent access by prohibited persons in households or environments where risk is present.

Reduce

Limit harm when attacks occur.

  • Restrict Access to Assault-Style WeaponsAt Annunciation, an AR-15-style rifle enabled rapid, high-volume fire that killed two children and injured 29 others in minutes.
  • Limit High-Capacity MagazinesDuring the Annunciation shooting, 116 rounds were fired in under two minutes. Limiting magazine size can save lives when seconds matter.

Minnesota families shouldn't wonder if their child comes home safe.
